History of OVCCA

Its creation during the UP Board of Regents’ (BOR) 1113th meeting on 23 October 1997 was aimed at enhancing the management and coordination of UPLB’s community services programs. Initially placed under the OVCCA were the Makiling Management Office (MMO), Physical Plant Maintenance and Services Office (PPMSO), and Staff Housing Office (SHO). Likewise, the University Food Service (UFS), University Health Service (UHS), and University Police Force (UPF), which were originally under the Office of the Vice Chancellor for Administration (OVCA), were transferred under the supervision of OVCCA.

On 01 February 2000, Chancellor Wilfredo P. David issued Memorandum No. 10, transferring the administration of a number of UPLB’s offices and units to OVCCA, for better allocation of resources, improvement in basic services, and integration of related services and functions. These included the Land Grant Management Office (LGMO) from the Office of the Vice Chancellor for Planning and Development (OVCPD); Business Affairs Office (BAO) from OVCA; and Continuing Education Center (CEC) from the Office of the Vice Chancellor for Research and Extension (OVCRE). The Campus Landscaping Committee (CLC) and the Occupational Health and Safety Standards Committee (OHSSC) were also placed under OVCCA. Meanwhile, the PPMSO was transferred from OVCCA to OVCPD.

On 31 July 2001, through the Administrative Order (AO) No. 118 that was issued by Chancellor David, the CLC was transferred from OVCCA to OVCPD.

On 30 January 2003, the UP BOR at its 1167th meeting approved the integration of the MMO into the Makiling Center for Mountain Ecosystems (MCME), College of Forestry and Natural Resources (CFNR). Similarly, the creation of the Office of Alumni Affairs (OAA) under the OVCCA was approved during the same meeting.

On 16 January 2006, Chancellor Luis Rey I. Velasco issued AO No. 17, transferring the BAO from OVCCA to OVCA.

On 31 March 2006, the UP BOR at its 1207th meeting approved the proposal for the abolition of the UFS and the redeployment of its staff to other UPLB units.

On 26 January 2007, OAA was renamed as Office of Alumni Relations (OAR), and was later transferred under the Office of the Chancellor (OC) on 29 March 2007 through the approval of the UP BOR at its 1219th meeting.

On 6 July 2007, through AO No. 91 issued by Chancellor Velasco, the administrative supervision of CEC was transferred from OVCCA to the OVCA. The CEC became directly under the BAO, OVCA.

On 30 May 2008, the UPLB Housing Office was created, renaming the SHO as approved by the UP BOR at its 1232nd meeting.

On 05 May 2010, Chancellor Velasco issued AO No. 065, transferring the Student Housing Division from the Office of Student Affairs (OSA) to UHO, OVCCA.

On 21 November 2011, under the administration of Chancellor Rex Victor O. Cruz, the BAO was transferred from the OVCA back to OVCCA through AO No. 214.

On 17 March 2015, under the administration of Chancellor Fernando C. Sanchez, the LGMO was transferred from OVCCA to OVCPD through AO No. 88.

On 18 March 2015, Chancellor Sanchez issued AO No. 130 to transfer the administration of the Charles Fuller Baker Memorial Hall from the Department of Human Kinetics of the College of Arts and Sciences to BAO, OVCCA, to transform the building into a cultural and recreational center. However, on 07 June 2016, the building was transferred under the supervision of the Resource Generation and Development Office (RGDO), OVCPD through AO No. 181.

On 01 January 2020, OVCCA welcomed the UPLB Gender Center (UPLB GC) as part of its supervised units through AO No. 137.

On 03 November 2020, the BAO was transferred back to OVCA through AO No. 318, while the Obdulia F. Sison Hall, formerly known as the CEC, was transferred from the BAO to UHO, OVCCA through AO No. 319. In the same year, the supervision of UPLB’s student housing facilities was turned over from UHO, OVCCA to the Office of the Vice Chancellor for Student Affairs (OVCSA).

On 20 October 2020 the UP BOR at its 1355th meeting, approved the expansion of the UPF into the Security and Safety Office (SSO) to administer UPLB’s security and traffic programs.

Following the various administrative reforms, OVCCA currently supervises the UHS, UPLB GC, UHO, and SSO, as it remains to extend quality service to the whole UPLB community.
